Revised Terms and Conditions of Sale (as of 1 Aug 2022)
1. Payment Terms
1.1. This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
1.2. Course fee payment is required prior to course commencement. Course registration is not confirmed until payment is received.
1.3. The course fee payment amount by the course applicant is shown during checkout.
1.4. Course fee payment amount is dependent on whether the course is funded or unfunded.
1.5. For courses funded by SkillsFuture Singapore (SSG)
- The “nett fee” is payable by the course applicant at the point of course registration. “Nett fee” is defined as the amount payable after taking into consideration funding (subject to funding eligibility).
1.6. For courses funded by other funding agencies i.e. non-SSG courses
- The course participant may be required to make “nett fee” payment (as defined in Clause 1.5) or “full fee” payment.
- “Full fee” is defined as the amount payable before taking into consideration course fee funding.
- Where “full fee” is payable by the course applicant at the point of registering for a funded course, reimbursement of the funded amount will be made by RC to the course applicant after they have successfully completed the course and have produced the required documents as stipulated by the funding agency (where applicable).
1.7. For courses that are unfunded, “full fee” payment applies.
1.8. All course fees are subject to prevailing Goods and Services Tax.
1.9. Only the following modes of payment are accepted: Credit Card (Visa and Master), PayPal, and PayNow. Cash, cheques and bank transfers are not accepted.
1.10. A receipt will be emailed to the course applicant after RC has successfully received course fee payment.
1.11. If the course applicant has made payment but has not received a receipt in their email inbox, they should check their spam/junk box before contacting us at rctc@rainbowcentre.org.sg
2. Course Withdrawal and Refund Policy
2.1.This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
2.2. Course withdrawal is defined as a decision made by the course applicant not to proceed with the course they have registered and made payment for and with no intention of attending the course at a later date at the point when such a decision.
2.3. Requests for course withdrawals must be made in writing by the course applicant to RC at rctc@rainbowcentre.org.sg and subject to the following refund policy.

3. Course Deferment
3.1. This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
3.2. Course deferment is defined as a decision made by the course applicant to attend the same course but on a later date.
3.3. Requests to defer must be made in writing by the course applicant to RC at rctc@rainbowcentre.org.sg.
3.4. If written notice of deferment is received from the course applicant by RC before course commencement, RC will facilitate a re-scheduling, provided there is another scheduled run in the same Financial Year. If there is no scheduled run, the course application will be cancelled and course fee that was paid will be refunded.
3.5. If notice of deferment from the course applicant is given after course commencement, each request will be considered on a case-by-case basis. In the event the deferment is not granted, RC will bill the course applicant full course fee. Full fee is defined as the amount that the course applicant has paid and, where applicable, any funding that the course applicant was eligible for but has failed to utilise.
4. Replacement of Course Participants
4.1. This section applies to all public course runs, funded or unfunded, for company-sponsored individuals only. Self-sponsored individuals are excluded in this section.
4.2. Replacement of course participants is defined as the decision made by the sponsoring company to replace a company-sponsored individual who has been successfully registered on the course with another company-sponsored individual who was not previously registered on the same course.
4.3. The company is required to submit a written request to rctc@rainbowcentre.org.sg at least 1 week prior to course commencement.
4.4. Requests that are not made in writing will not be processed.
4.5. The written request must indicate the name and details of the company-sponsored individual whom the company wish to replace and the name and details of another company-sponsored individual to be registered on the same course.
4.6. Any request that is not made in writing at least 1 week prior to course commencement will be considered on a case-by-case basis. Should the request not be granted by RC, RC will bill the company the full course fee. Full fee is defined as the amount that the company has paid and, where applicable, any funding that the company was eligible for but has failed to utilise.
5. Changes to Course Details
5.1. This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
5.2. RC reserves the rights to make changes to course details.
5.3. Changes to course details is defined as any amendments made by RC to published course date(s), timing(s), venue(s) and/or mode of course delivery i.e. in-person, synchronous e-learning and etc.
5.4. RC will endeavour to inform course applicants via email at least 3 days before the original scheduled date for the course. If this is not possible due to circumstances, course applicants will be informed as soon as possible when the changes are confirmed.
5.5. Course applicants who require assistance resulting from these changes may contact us at rctc@rainbowcentre.org.sg
6. Cancellation of Courses
6.1. This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
6.2. RC reserves the rights to cancel courses.
6.3. Cancellation of courses is defined as the decision made by RC not to run a published course and no alternate dates and timings for the published course are available at the point of course cancellation.
6.4. RC will endeavour to inform course applicants via email at least 3 days before the original scheduled date for the course. If this is not possible due to circumstances, course applicants will be informed as soon as possible when the course cancellation is confirmed.
6.5. Refunds will be made to course applicants who have successfully paid for the course.
7. Funding Eligibility
7.1. Courses at RC may be funded by different funding agencies.
7.2. Course funding requirements may differ across funding agencies.
7.3. For funded courses, course applicants should identify the type of funding and read the specific funding requirements before adding a course to the cart prior to making course fee payment.
7.4. Course applicants are required to meet all the respective funding requirements to be eligible for funding.
7.5. Course applicants who do not meet all the respective funding requirements will be billed the full course fee. Full course fee is defined as the amount payable for the course without funding applied.
7.6. Clauses 7.7 and 7.8 lay out the funding requirements by the different funding agencies.
7.7. SkillsFuture Singapore (SSG) course funding requirements
- Applicable to Singapore Citizens and Permanent Residents who are 21 years old and above.
- Must achieve at least 75% attendance. From October 2023, digital attendance-taking via the Singpass App is mandatory.
- Must complete and pass a course assessment.
- Employer sponsored trainees must be current employees receiving CPF from the employer.
7.8. Employment and Employability Institute (e2i) course funding requirements
- Applicable to Singapore Citizens and Permanent Residents who are of legal employment age (for Professional Development Courses)
- Applicable to Singapore Citizens and Permanent Residents who are 21 years old and above (for Career Conversion Programme)
- Must achieve 100% attendance
- Where applicable, complete and pass a course assessment
7.9. Notwithstanding Clauses 7.7 and 7.8, course fee funding requirements may change from time to time as stipulated by the respective funding agencies. Efforts will be made by RC to the best of our abilities to communicate any changes to course applicants.
7.10. From time to time, RC may work with other funding agencies not stipulated above. Clauses 7.7 and 7.8 should not be interpreted as exhaustive. Any requirements from other funding agencies will be communicated to you in writing which may include (but not limited to) programme/course outlines and on our Course Registration Portal.
8. Certification
8.1. For SSG-funded WSQ courses, an e-Statement of Attainment will be emailed to you by SSG after you have passed the course assessment.
8.2. For SSG-funded non-WSQ courses, if included in the corresponding contract, RC will email you a Certificate of Achievement after you have passed the course assessment. SSG will not email you an e-Statement of Attainment.
8.3. For non-funded courses with assessment, if included in the corresponding contract, RC will email you a Certificate of Achievement after you have passed the course assessment.
8.4. For non-funded courses without assessment, , if included in the corresponding contract, RC will email you a Certificate of Attendance.
9. Intellectual Property Rights
9.1. This section applies to all public course runs, funded or unfunded, for self-sponsored individuals and company-sponsored individuals.
9.2. RC is the sole and absolute owner of all intellectual property of any materials supplied for the delivery of this course. Course applicants shall not reproduce, disseminate, circulate and/or use any materials in any form received from RC without our prior written permission.
10. Personal Data Protection Act
10.1. By submitting this course application, you agree that RC may collect, use and disclose your personal data, as found in the registration form, or (if applicable) obtained by our organisation as a result of your registration, for the following purposes in accordance with the Personal Data Protection Act 2012:
- Administration of your course
- Application of course funding by the respective funding agencies
- Reporting and compliance purposes
