Rainbow Centre announces Executive Leadership Transition and appointment of Ms Peng Hai Ying as Executive Director Designate (13 Jul 2026)

Rainbow Centre (RC) today announced the appointment of Ms Peng Hai Ying as the Executive Director Designate, effective 13 July 2026. She will assume the role of Executive Director on 1 September 2026, succeeding Ms Tan Sze Wee, who will support the organisation in an advisory capacity through 31 December 2026 to ensure a smooth transition.
This transition is the culmination of a rigorous, structured succession planning process intentionally designed by the Board, together with Ms Tan and Ms Peng, to secure long-term leadership continuity and position Rainbow Centre for its next phase of growth and impact.
Appointment of Executive Director-Designate
Ms Peng Hai Ying joined Rainbow Centre in March 2026. Since then, she has worked closely with the Board and Leadership Team to deepen her understanding of the organisation, its culture and operations, while progressively assuming strategic and operational responsibilities in preparation for her appointment.
Ms Peng brings extensive leadership experience in the social service sector, with a strong track record in organisational leadership, strategy and service transformation. Her extensive leadership background includes serving as CEO of the Children’s Cancer Foundation and Executive Director of Mainly I Love Kids (MILK) Fund and SUN-DAC. Throughout her 23-year career spanning the family and youth, disability and healthcare sectors, she has worked closely with government agencies, community partners and service providers to strengthen systems, build organisational capabilities and improve outcomes for the communities they serve.
As RC’s Executive Director, Ms Peng will provide strategic and executive leadership, working closely with staff, families, government agencies, donors and community partners to strengthen services across the lifespan and advance the organisation’s vision of building inclusive communities through its Future of RC: Vision 2030 strategic plan.
Appreciation for Outgoing Executive Director
Ms Tan joined Rainbow Centre in 1998 as a social worker and has served in a range of leadership roles over the past 26 years, including Head of Social Work, Early Intervention Manager, Vice Principal and Director of Corporate Services. She has served as Executive Director since 2016.
During her tenure as Executive Director, Rainbow Centre evolved from a leading special education provider into a disability organisation supporting persons with disabilities across the lifespan. She championed a vision of inclusive communities, introducing the Good Life Framework as a unifying philosophy for practice, service delivery and outcomes.
Under her leadership, Rainbow Centre expanded its adult services, strengthened family support, deepened partnerships across sectors and pioneered innovative approaches that have improved the lives of children, youths, adults and families. In 2025, RC received the Outstanding Agency Award by the Ministry of Social and Family Development, ASEAN Rural Development and Poverty Eradication Leadership Award and Social Service Professional Awards (Team) for the RC-Institute of Mental Health Integrated Social Health Project. Ms Tan’s leadership has also contributed meaningfully to the continued advancement of Singapore’s disability sector.
